In 1964 she formed the Committee for A More Beautiful Capital. She desired that Washington D.C. would be a "garden city" and that others cities around the nation would follow suit. Her committee planted flowers throughout the city to beautify the area.
With her help, President Johnson developed the President's Council on Recreation and Natural Beauty. The Council was developed to spread conservation messages and a campaign against littering.
